No, Delta is not constant; it is dynamic and changes continuously. Delta changes as the underlying asset price moves (measured by Gamma) and as time passes (measured by Theta).

As an option moves deeper In-the-Money (ITM), its Delta approaches 1 (or -1). As it moves further Out-of-the-Money (OTM) or approaches expiration, its Delta approaches 0.
