How Are Validators Selected in the Proof-of-Stake Phase of Proof-of-Activity?

In the Proof-of-Stake phase of Proof-of-Activity, validators are typically selected randomly from the pool of active stakers. The probability of being chosen is often proportional to the number of coins a user has staked.
