Front-running occurs when a malicious actor observes a pending transaction, such as a large trade or an oracle price update, and then submits their own transaction with a higher gas fee to ensure it is processed first. In the context of liquidations, a front-runner can see an impending oracle update that will trigger a liquidation and rush their own transaction to be the liquidator, thus claiming the liquidation bonus before anyone else.
