How Does the “Travel Rule” Apply to Unhosted Wallets?

The Travel Rule primarily targets VASPs. However, a VASP that sends or receives funds from an unhosted (self-custodial) wallet is generally required to collect and hold information on the owner of that wallet, if possible.

This places the burden of compliance on the VASP and creates friction for users of unhosted wallets, as the VASP may block or scrutinize the transaction.
