What Is ‘Maximum Fee per Gas’ in the Context of EIP-1559?

Maximum Fee Per Gas is the absolute highest amount a user is willing to pay per unit of gas for a transaction. It covers both the base fee and the priority fee.

Any excess amount between the 'Maximum Fee Per Gas' and the actual total fee (base fee + priority fee) is automatically refunded to the user.
