Who Determines the Gas Limit per Block in Ethereum?

The gas limit per block is determined by the validators (formerly miners) of the network. They collectively vote on the limit, and the protocol allows them to adjust the limit by a small percentage (currently 0.09765625%) up or down for each new block.

This decentralized voting mechanism ensures a dynamic block size.
